The Public Health Emergency of International Concern
There have actually been seven of these declared since the 2005 international health regulations went into place which provided for the ability to declare such an event from occurring. This was really an administrative declaration to say now I as the head of the WHO can make these proclamations but it wasn't about how much people were dying or how many people were sick. The public's decision on whether we call this a pandemic or not is going to be up to the public's decision.
