The Ratchets in the Nineties

In the book, you talk about how key events in the 19 nineties narrowed the parimeters of the possible. You say it doesn't determine everything that followed, but it does foreclose other options. One of the theories i use is a theory of punctuated equilibrium which comes out of evolutionary baology. It differentiates history between periods of relative equilibrium and periods of dramatic change.
