Ratchet and Clank: The First Stress Test for Direct Storage on the PC Side

PC version of Ratchet and Clank does portal transitions slower than PlayStation 5. This is the first real stress test for direct storage on the PC side, right? There aren't so many games stuck in locked 30 FPS hell. Why aren't developers including a quote unquote uncapped frame rate toggling console games for future, hopefully still backwards compatible systems?
