Rudolf Piles and another Jewish emigre, Otto Frisch, made the discovery in 1940. They wrote a top-secret memorandum which forecast just how devastating such a weapon could be. The British government were worried Hitler's scientists may have been further along this road of discovery than their own. A top-secret research and development program was set up at different universities in the UK.
