The Problem With Preventive Detention
There's a broader question over here about risk and our tolerance for risk. The one thing, some of the legislation allows as an alternative people who are perhaps less dangerous to be released from custody but then to have certain reporting obligations on them. That's a very good one. So parole for example is variation of parole. We allow people to be released earlier if they show themselves to be less dangerous than we initially thought them to be. But what about the other side? If they prove themselves to be more dangerous than... What I'm describing is a sort of an adaptation which is why I said it's sort of like parole in some respects.
