What's the Difference Between MMS and SMS?
MMS requires to have data connection then whereas SMS does not. Modern networks are all moving to just IP. So there you can't even get a phone call if you don't have data connectivity. And in fact, the SMS message that used to go over the control plane now runs over IP over an IMS session. But they're probably still building them separately.
