How Did the First Protests Begin?
Large scale protests just are very, very rare and especially to last more than a day. So it's very common for Chinese people to protest over local issues and it's quite effective. The government didn't quite seem to catch on to that at first. They shut down local protests and Shanghai and so on. But there weren't any signs of that really on the ground.
