I cannot talk a little bit about what we mean when we say clientlistic politics. In my mind when I hear this term I have this pejorative connotation that this is something that's not, it's not supposed to be part of the politics and how democracy works. So do I have rights to think about it in pejorative term? I don't know. But if what you think is is that no what the state does is it amasses resources and authority in order to attend to public purposes and those public purposes are contested then why should it be the case that whether I get the public goods that the government provides depends on these personal connections?
