Dubner: Delaware has the least well-educated state house in the U.S. with a pretty high share of lawmakers not holding a college degree. He says 27 working lawyers who are part of this corporation law council of the Delaware bar issue proposed changes every year to the law. "They present these often very technical proposals to the Delaware state legislature without any explanation, without any justification," he says.
