I don't know that they're necessarily working super laboratively together. We get a lot of sentences from mrays about how dangerous the group is, even to their own members. Whereas kelsier was putting together a group with different skill do all go towards a common goal. It strikes me that the ghost bloods are more of a group of individuals that each have their own self serving reason for being a part of the group.
