Is There a Difference Between Non-Intervening and Non-Initiative?

Kelsey: I feel like both of those things were like the wrong thing to do. Maybe you shouldn't have intervened so much in the basin. You know, just leave it alone. And then like, maybe you should have helped the southern scadrons. Like at least make them not freeze to death. He's misaligned. He's in this harmony himself because he wants to help Elendel basin so much. Or like, who knows how time works for a shard.
