I started out thinking that university education should be free at the point of use and ended up basically thinking that we should keep some version of a student loan based. Because of its economic benefit across people's lives. The worry with a student loanbased system is that it will put people off from low income backgrounds from going to university. And I think if that was the case, it would be a very decisive argument against a student loan-based system. But actually when you look at the evidence since the UK introduced tuition fees, there's been no decline in the rate of applications from people from lowincome backgrounds. It's obviously still much too wide. So putting tuition fees in place hasn't made
