If you typed in Paris bakery and the search engine knows nothing about you should it show you like bakeries in Paris? If I'm in Iowa and there's no Paris bakery it probably should still show me the ones in France not the one in California. The problem changes if it's a domain specific search so if you're building a search for your application right because Paris might be a synonym for France or Parisian which or French but then Paris bakery also means France bakery and French bakery.
