The Liberal Response to the Liberal Challenge of Moralized Ruthlessness

How do liberals respond to the challenge of a kind of moralized ruthlessness? I think that there are, first of all, a number of responses and some of these responses aren't really convincing or at least not convincing to me. One response is to go back to this idea of institutional limits and institutional solutions.
