Historians of Cuba have always said that the period from 1935 to 1940 was a defeated lull. In 1938, Batista suddenly allies himself with the Communist Party and submits himself to democratic elections. He also oversees the promulgation of a very progressive constitution for Cuba in 1940. But by 1944, anti-fascism on the island has fizzled; gangsterismo takes over.
