Rainmaking in the 20th Century

In the 19th and early 20th centuries, they didn't have modern weather forecasting. Helping one community thus could hurt another, resulting in a robbing Peter to pay Paul situation. There are ways of navigating this issue but you can't just assume that your rainmaking efforts won't have collateral effects elsewhere. Those also need to be taken into account and a fair and acceptable situation needs to be figured out.
