The Differences Between Human and Chimpanzee DNA

Last week we talked about our Frisky cavemen ancestors and their dalliances with Neanderthals. More specifically how people of a non-African descent tend to carry a small but significant proportion of Neanderthal DNA. Josh Achee was one of our guests, he's the lead author on one of the papers we were reporting on. Chris Cameron who we think is from New Zealand asked bearing in mind human and chimpanzee DNA only differs by 2-3%. If non-African humans have 2% Neanderthal DNA, doesn't that make them a different species or subspecies from African humans? Otherwise why are chimpanzees a different species?
