After the catastrophic fire of rome, it was inevitable that people would start looking for someone to blame. With rumours flying around, emperor nero was determined that person was not going to be him. In order to find a scapegoat for the m fire and give the people some one else to blame, he turned to a group of people in Rome who are seen as particularly unpopular. They are hung up on crucifixes and lit up at night to serve as torches - or have animals go between them and basically sort of rip people apart. And so it's a very disturbing episode in roman history, but it's one that has a very long life in terms of how nero is depicted
