Isaiah is using both language steeped in their own tradition that we find in the Hebrew Bible, all this Eden temple imagery. But there's also connections here, the king of Assyria built Nineveh and his palace with a blushes garden on top of the big hill With a river's little, like what you call those, they're human-made aqueducts or canals going out from the garden into the city. He had his own little Eden city. So what he's saying is comprehensible to the Assyrian neighbors, but it's also making a more cosmic claim for sure.
