How to Negotiate With Government Officials in Hong Kong

In Hong Kong, there's no such a policy. If you buy something from a store, it's final. You can't get your money back. So when I was in America, I would buy things for my wife. It is not something she likes, she would return them and get her money back. In Hong Kong, I stopped buying for my wife because if I make a mistake, she can't refund for that particular merchandise. That sped up the negotiation process. Now they realize it doesn't matter if they make a mistake. They can always take it back without us feeling upset about it.
