James Clark: How does the Supreme Court reverse a previous decision? He says there can be different ways of doing it. Sometimes they just ignore the fact that they've done something different before, he says. But other times they simply recognize that their initial understanding was not faithful to the full meaning and intent of the provision.Clark: Maybe we'll do this again on an annual basis just to remind each other that the Supreme Court is probably dare I say it, the least dangerous branch.
