Do You See That as a Trend in Sub-Saharan African Development?
Do you see that trend, especially as it regards sub-Saharan African dynamics, that these countries get even less pushback than a Russia or a China and therefore feel that they have free rain to continue in these activities? I think that's very much the case. To go back to Rwanda, because that is a relatively known one within the continent, still President Paul Kagame is a darling of the development community. That speaks to the type of relationship and incentives that pervade the relationships that democratic governments and host country governments have with these different origin states.
