There's some disagreement about the order in which Shakespeare composed those three parts. Part I may have been a collaboration between Shakespeare and one or more other writers. The modern labelling of the plays as I, II, and III didn't actually occur until after Shakespeare's death when many of his plays were assembled into the first collection or folio of his work.
