The Cost of Duplication in Military Procurement

The Army and the Navy submit separate budgets. They are not coordinated by any single agency. The central tools of the Secretary would be a unified budget. After hearing 28 witnesses on whether to unify the armed forces into one centralized structure, Congress decided to table the topic. President Truman somewhat ironically asked Forstall who accepted it.
