What's the Relationship Between Swift Package Plugins and Swift Package Index?

Swift package plugins are a new type of product that appeared when they came live. Initially we were blind to them because they weren't a product that we knew. We had to have to change that to actually ingest them. But one of the things that I was also a change, Maureen, that was support for plugin search. You can just search for product colon plugin and it lists you all the packages with Plugins in Swift.
