Leopold and the Congo

King Leopold offered Henry Morton Stanley $250,000 a year to establish his foothold in the Congo. The plan was for Stanley to first set up a base and then build roads around the most dangerous parts of the Congo River. All of Stanley's European staff on the ground in Africa were required to sign a contract of secrecy. Even Stanley didn't realize that the company had folded.
