Is Commingling a Bad Day in the US?

In the US mutual funds are on float in India you can't for instance if a mutual fund own shares it can lend it out and lend those shares out in the market. The income belongs to the unit holders itself brokerages was the only case where you could have the float earned by the broker but not passed on to the individual shareholders. So instead of making them do this and pass that income onwards simply simply said you don't need access to that money keep the money in individual bank accounts and do it another way I think it's a it's a noble thought process that says well we'll be risk and it is not even coming from out of the blue.
