The one child policy didn't affect the tibetan areas, and there was no one child directive for tipetans. When i first became aware of this, i just thought to myself, if you are going to lock up ten % of the population of some region, you're going to need a very, very strong police state. So that's why adrian zens came up with the restriction on birth, because one of the u n definition of genesi is if somehow they're trying to reduce the population through forcible abortions or forcible birth control.
