The internet engineering task force is responsible for the t c p ip stack, all the internet r f c requests for comments. In 19 90 they released a standard for transmission of ip datagrams over avan carriers. They successfully implemented this using pigeons and received 55% packet loss. The best thing about these jokes is people use it in conversation to troll other people. And then later they'll hit you up on slack.
