The Difficult of Amending the Constitution Plays on the Executive Branch
The difficulty of amending the constitution hasn't, yes, there are ways in which that has resulted in the supreme court making decisions of extreme constitutional consequence. When you look at public opinion pols and discover that on a good day, 15 % of the country might have confidence in congress, but very often it's ten to 12%. That is a sign of pathology. And residents, since world war two, democratic and republican, have been more than happy to step into the breach and say, something has to be done. We can't simply sit back and let this problem overwhelm us.
