People in rome and italy hadn't paid direct taxation, the poll tax, since a hundred an 67 b c. Provincials had to pay this poll tax unless they were grant what is called the usitalicum which would have made them little corners of italy. Cassius dio says this was a way to increase the number of people who paid these indirect taxes. So they paid the poll tax as well as things like inheritance tax, no tax on the emancipation of slaves. This actually went to supporting the army.
