Market Access Reforms in Mexico

In traditional trade negotiations and agreements, market access is usually the most attractive incentive for countries to accept us. So what actually explains the administration's refusal to offer market access here? That remains a mystery. i'm having trouble seeing how this is a good idea any place but inside some conference room in washington.
