Manpower Forecasting in the World Bank

The World Bank was restricted to lending for vocational and technical education between 1962 and 1980. Akhil Gupta: The bank got involved in education because it could do manpower forecasting much easier. He says the new director, Eclilu Hapte, who came from Ethiopia, made the first non-European, first African director of the World Bank. But he said they would never loan for a primary education in Sub-Saharan Africa as there's no monitoring.
