I Think We Need to Be Looking at Both of These Things Together
The development of AI is going to be mostly led by companies for the next few decades. We don't know at this stage whether states governments are going to increasingly like muscle in and try to wreck that progress. I think there's interesting analogy you can draw between the two so we should also be concerned about just complete arms racing but then on the other hand maybe we shouldn't worry too much about one company claiming some right to develop and deploy this.
