Can You Bring Your Own Laptop or Smart Phone to China?

At least one country is told their athletes, when they're going to the olympics that they can't bring their laptops or their smart phones to china. Have you been on vacation anywhere without a laptop or a smart phone that's your own? Do you know what a giant problem that would be to travel? I don't think that anybody should ever try travel to a place where you have to youre laptop when you get home. But i'm not really a big traveller, so i don't know the most about travelling, but i can give you this one travel tip.
