In the United States, there was neither a cultural agreement as in England or a legal agreement. So the constitution bounces the whole issue of elections, which raises the issue of parties, off to the states. What do the states do? They immediately make the rules part of the game of politics. The very first contested election, seven out of the 16 states change the rules of play that they have to advantage the majority.
