The Ideological Commitment to Regime Change in the 1990s
Cuba was in a massive crisis. By 1993, GDP had fallen nearly 35%. There were 12 Arab blackouts all over the country. I arrived in Cuba in 1995, and things had started to improve already. But very quickly, they got the black market exchange rate from the dollar down from 150 to 18. They stabilized the fiscal deficit, and they focused on the vulnerable. It's actually fascinating how quickly the economic situation was turned around.
