The so-called independent state legislature theory could be used to overturn a federal map in North Carolina. The Supreme Court is set to hear the case on June 26. CNN's John Sutter says he doesn't think there are enough justices to reject the theory outright. He says it would have dramatic consequences for voting rules, congressional districts and more.
