The civil war was fundamentally a constitutional conflict. The constitution had implemented the system of government based in the sovereignty of the people. In order for the constitution to survive, it had to have this structure work. And the civil war is going to be a great test of this idea that sovereignty could not only exist, but last indefinitely and permanently thrive.
