The Ku Klux Klan didn't want the government to be paying for people to go to Catholic schools in general. Black liked the idea that through the establishment clause, the American people had established a wall of separation between church and state. The court following Black's reasoning has decided that all of this kind of stuff is unconstitutional,. In practice, it still happens, but it's not supposed to be happening.
