Rust C++ Interop: A Safer Language

I don't think that this alone will be enough to address like some of those challenges that are now being being posed towards C++. But I also think it would be foolish not to consider doing this, because the trade-off just seems very much in favor of doing those changes. There's a lot of possible solutions, a lot of viable approaches, and I guess the committee will discuss them,. Some of them will probably be adopted, others won't.
