In some cases a stance on public policy really is just a reflection of a much deeper moral underpinning. We have to think about intellectually creative approaches that can, as you said, do an end run around that in some cases. To try and get people to agree to social goods that may be in the benefit of everyone without getting tangled in a lot of he moral knots we can so easily get tangled in.
