Zapata Offshore was founded in conjunction with George H.W. Bush and Thomas Devine, the 27-year-old CIA wonder-kind who got all the intelligence. Zapata Offshore had a drilling rig called Scorpion that was able to move from the Gulf of Mexico to an island 54 miles north of Cuba. The platforms were like training camps for these Cubans that you raids on the Cuban homeland.
