The italian state at that time, under liberal governments like those of ivane ponomi or luigi facto, its approach was to do nothing to reignin the fashes violence. So in 19 21, the er e government of giovanni joliti, a liberal, organized a so called pacification pact, including the socialist party, the main trade union and the facius. And what basically this meant was that the police were able to erer raid socialists, er offices, trade union officers and gather up all the weapons,. whereas the fashist just immediately disobeyed te asi within days of its being signed.
