The panel is like a kind of dream selection randomly for conservative litigant, but I'm not sure what that means in this context. Does it mean that this is a Republican congressman who's fighting the latest iteration of the witch hunt? And so he can expect a sympathetic hearing or does it mean these are judges who would typically be enthusiastic about executive power and therefore would not necessarily be interested in the broadest possible interpretation of the speech or debate clause)? The question itself says either private parties or people in the executive branch. So the third question is whether the privilege extends to communications between members of Congress and people outside of Congress.
