The United States Is the World Police

The united states has taken up the mantle of essentially being the world police. The problem with state building is that once you have this giant militaryinta structure, it's very hard to draw down. So we don't see in nineties a really dramatic reduction in defense spending. Instead, then the war terror acts like a shot of drenelin to the entire system. And so in being increasingly one who is in charge of everything, which also means he's not sharing power with congress.
