Samuel Plimzall was elected to Parliament for Derby on a campaign to reform the shipping industry. He laid out for his fellow MPs exactly what was happening and how many English sailors lives were on the line. In 1876, English Parliament brought and passed the Merchant Shipping Act,. requiring all ships to bear a load mark showing when they were laden too deep for safe travel.
