There is evidence that roosevelt was sincere in wanting the negotiations to work. In late 19 forty one, for the pearl harbor attack, he had enough votes in congress to pass a formal declaration of war. Most historians regard these incremental decisions not as attempts to a the country into the war, but rather as efforts by roosevelt to exercise all other options. And with those as his goals, he wouldn't have a motive for getting us into a war in the pacific.
