The idea of universality is the idea of a computer can compute anything. The laws of physics allow it to do so and that's why they're versatile yes you can have an app for everything. Deutsch says there are computers more powerful than the Turing machine we just haven't discovered them yet in this episode he shows how people violate Popper's epistemology with their non-explanation theory. He then goes on to show how AGI could be used by humans as part of some form of artificial intelligence.
