There's a deeply Kantian aspect to this and morality or deontology as people might know. If we think this is what humans are and that persuasion works, it turns out that we will get some bad results because people will freely choose against this. To get good results we have to develop a coercive state to force in a sense if we say okay cool the tanks are outside so now we're going to just enforce the right decision which would be an injustice to to humanity.
